Canakkale Onsekiz Mart University Regulation on the Education, Practice, and Research Center for Children with Intellectual Disabilities

CHAPTER ONE Purpose, Scope, Basis, and Definitions

Purpose ARTICLE 1 – (1) The purpose of this Regulation is to regulate the procedures and principles regarding the objectives, activities, management bodies, duties of the management bodies, and working methods of the Canakkale Onsekiz Mart University Education, Practice, and Research Center for Children with Intellectual Disabilities, established within Canakkale Onsekiz Mart University.

Scope ARTICLE 2 – (1) This Regulation covers provisions regarding the objectives, fields of activity, management bodies, and the duties of these bodies of the Center.

Basis ARTICLE 3 – (1) This Regulation has been prepared based on Sub-item (2) of Paragraph (d) of the first paragraph of Article 7 and Article 14 of the Higher Education Law No. 2547, dated 4/11/1981.

Definitions ARTICLE 4 – (1) In this Regulation; a) Center: Refers to the Canakkale Onsekiz Mart University Education, Practice, and Research Center for Children with Intellectual Disabilities, b) Center Director: Refers to the Director of the Center, c) Center Board of Directors: Refers to the Board of Directors of the Center, ç) Rector: Refers to the Rector of Canakkale Onsekiz Mart University, d) University: Refers to Canakkale Onsekiz Mart University.

CHAPTER TWO Objectives and Fields of Activity of the Center

Objectives of the Center ARTICLE 5 – (1) The objective of the Center is to carry out research activities conducted in the Department of Special Education, Division of Education for the Mentally Disabled of the Faculty of Education, in collaboration with other units of the University through an interdisciplinary perspective, and to provide services to children with disabilities living in Canakkale, as well as their families and teachers, in the areas they require.

Fields of Activity of the Center ARTICLE 6 – (1) The fields of activity of the Center are as follows: a) Proposing the purchase of necessary educational materials and various equipment to conduct research activities in the practice unit established under the Center, b) Ensuring the training of academic and auxiliary personnel who will take part in research activities in the field of special education, c) Employing teachers and assistant teachers in the practice unit, and ensuring the domestic and international training of qualified personnel when necessary, ç) Supporting and developing the thesis studies and scientific research of undergraduate and graduate students studying in different departments of the Faculty of Education, d) Planning proposed projects to ensure they reach different disciplines and carrying out the necessary work to implement them, e) Organizing national and international scientific meetings such as congresses, conferences, symposia, and seminars in its field of study, f) Providing the necessary environment for the development of cooperation between the University and society in the field of special education, g) Collaborating with domestic and international organizations and exchanging information and personnel, ğ) Announcing research results and findings to the public through technical reports, conference papers, scientific articles, and popular publications, h) Performing other duties assigned by the Rectorate that align with the Center's objectives.

CHAPTER THREE Management Bodies of the Center and Their Duties

Management Bodies of the Center ARTICLE 7 – (1) The management bodies of the Center consist of the Center Director and the Center Board of Directors.

Center Director ARTICLE 8 – (1) The Center Director is appointed by the Rector for a period of three years from among faculty members experienced in the field of special education upon the proposal of the University Senate. A Director whose term expires may be reappointed.

Duties of the Center Director ARTICLE 9 – (1) The duties of the Center Director include: a) Representing the Center and chairing the Center Board of Directors, b) Preparing the meeting agenda and calling the Board to meetings, c) Executing decisions and managing the administrative affairs of the Center, d) Preparing the annual activity report and submitting it to the Rector every December.

Center Board of Directors ARTICLE 10 – (1) The Center Board of Directors consists of five members, including the Center Director. Members are appointed by the Rector for a three-year term. The Board meets with an absolute majority and decisions are taken by a majority of votes.

CHAPTER FOUR Miscellaneous and Final Provisions

Staff Requirements ARTICLE 12 – (1) The academic, technical, and administrative staff needs of the Center shall be met by personnel assigned by the Rector according to Article 13 of Law No. 2547.

Spending Authority ARTICLE 13 – (1) The spending authority of the Center is the Rector.

Execution ARTICLE 16 – (1) The provisions of this Regulation shall be executed by the Rector of Canakkale Onsekiz Mart University.
